Hungary would not arrest Putin, says PM Orban's chief of staff BUDAPEST (Reuters) - Hungary would not arrest Russian President Vladimir Putin if he entered the country, Prime Minister Viktor Orban's chief of staff said on Thursday, adding that it would have no legal grounds. Hungary signed and ratified the Rome Statute that created the International Criminal Court (ICC), which issued an arrest warrant on Friday accusing Putin of the war crime of illegally
